Visalia Police Press Release On 04/02/2023 at 8:33 P.M., officers attempted contact with Matthew Santacruz at Houston Ave and Burke St. Matthew Santacruz was wanted for multiple violent felonies, all of which occurred in the City of Visalia. Matthew fled from the officers on a bicycle towards SR 198. A California Highway Patrol helicopter was in the area for unrelated traffic and assisted officers in locating Matthew hiding in the center median of SR 198. Officers approached Matthew on foot and
