If I go into Programs/Features and add the check, remove the check mark and then add again the check mark in Windows Gadget Platform I continue to receive the message.

The Gadgets disappear when you turn UAC (User Account Control) completely off. Turn it back on and see if they work. The Gadgets also disappear if Show desktop items is disabled. To enable Show desktop items, right click on desktop and then place a check mark on Show desktop items. Your gadgets should work fine!
