However, an argument can definitely be made that higher ground can reduce the amount of cover that a target can potentially take advantage of. If you are 60ft away from your target, and there is another person in the way, the target would get a +4 cover bonus to AC.

(Also, treat this as if nothing is blocking the path. If this were to be implemented, it wouldn't always give a bonus if the high ground wouldn't help you.
