But on the fringe areas where Band 12 already exists, it seems like not much has changed in terms of coverage. In NJ, I've seen T-Mobile say that they have added Band 71 but I've yet to find it usable in any form and I have an iPhone XR.

Any AT&T locked phone will work with AT&T MVNOs, but not all iPhone functions will be fully supported with some MVNOs (regardless of whether the iPhone is SIM unlocked). For instance, I don't think MMS works with iPhones on H2O.
