In the high surf warning, the NWS says that large waves can pull people into the sea from rocks or jetties without warning. "Cold water shock" is also possible, the NWS warns, which could "result in dramatic changes in breathing, heart rate and blood pressure, greatly increasing the risk of drowning in rough open waters."
